The
European Investment Fund (EIF) is seeking to recruit for its
Strategic Planning and Analysis Division at its headquarters in
Luxembourg, a
Trainee - Financial Planning Unit.



Duration:
five (5) months & Starting date: 1st September 2023

Specific Post Environment:
_**You will be part of the Strategic Planning & Analysis - Financial Planning ("SP&A-FP") team.


The Strategic Planning and Analysis - Financial Planning team co-ordinates the proposal of the EIF strategy and leads the EIF business planning process.


The Budget function within SP&A-FP is responsible for:

  • Daily budget management and expenses controlling
  • Advising on budgetary matters to EIF senior management and services
  • Management of EIF's Budget Corporate Operational Plan (COP) Exercise
  • Management of the Budget part of the Administrative Expenses Cycle
  • Monthly Activity Reporting on Expenses (OPEX and CAPEX)
  • Representing and promoting EIF ProcuretoPay (PtP) needs to EIB Group meetings
  • PeopleSoft system maintenance and ticketing

_ Overall objective:
_


You will actively support the Budget Officer in the 2024 Annual Budget Exercise as well as the EIF PeopleSoft Budget Module project.


During the Annual Budget exercise, all EIF teams submit their budget requests for the following year, and the role of the Budget Officer is to consolidate all team's inputs in the system and analyze them in conjunction with Procurement while assisting EIF Heads all along the process.

Due to substantial delays encountered with re-designing a new budget submission and analysis tool, EIF will need to perform the 2024 Exercise with the current solution, which requires many manual interventions from the Budget Officer.


The Budget Module project aims at strengthening EIF planning activities which will provide SP&A with more robust and comprehensive expenses planning and monitoring tools.

As such, you will participate under the guidance and supervision of a senior member of the team in:

  • 2024 budget data consolidation and review, guided by the Budget Officer.
  • Take minutes of project meetings and workshops, which will be shared with Head of SPA Division, Head of SPA-FP Unit, Procurement and Budget Officer (for both projects).
  • Test the new Budget Module screens and provide feedback to the developers/consultants as well as report any issues to the Budget Officer.

_ Responsibilities:
_

Under the guidance of the Budget Officer, you shall focus on the following:

  • Ensure, together with the Budget Officer, smooth functioning of the annual Budget Exercise (data collection and analysis, provide support to EIF teams, flag any technical issues to EIF PeopleSoft helpdesk);
  • Test the new Budget Module screens and provide feedback to the consultants;
  • Assist Budget Officer with documenting the steps of the processes for the new Budget Module.

Contribution to the implementation of the EIF PeopleSoft Budget Module and EIB Group PtP Flagship projects at the end of the traineeship.

More precisely, you will contribute to collecting data and co-drafting the functional document.


_ Qualifications:
_

University degree (or on-going studies) in Business Administration, Finance, Business Intelligence, Computer Science, Applied Mathematics or similar discipline.

  • Technical Knowledge & Skills required in Finance and Controlling/Accounting (understanding of accounting principles, budgeting and financial analysis, ACCA courses or other cost accounting courses would be ideal)
  • Excellent command of English (both oral and written)
  • Advanced proficiency in Microsoft Excel (e.g., pivot tables, formulas)
  • Aptitude to learning new IT tools
