EIB, the European Union's bank, is seeking to recruit for its
Operations Directorate (OPS),
Baltic Sea and Northern Europe Department (
BSNE) - Public Sector - Poland and Baltic States Division (3-PUB SEC)
at its headquarters in Luxembourg, a (Associate) Banker - Public Sector
.



This is a full position at grade 4/5 for which the EIB offers a permanent contract.
- _internal benchmark: (Associate) Officer Lending Operations_

Purpose:


As an
(Associate) Banker - Public Sector, you will contribute to the development and execution of the Division's business plan by providing support to more senior colleagues with identification, appraisal, negotiation, and monitoring of public sector lending operations in Poland, Lithuania, Latvia and Estonia according to EIB policies and procedures and with the objective to contribute to EU Policy goals.


Operating Network:


You will report to the Head of BNSE-3 division and collaborate closely with colleagues of the BSNE Department as well as in other teams of the Bank involved in such transactions Legal (JU), Group Risk & Compliance (GR&OCCO), Projects (PJ), Portfolio Management and Monitoring (PMM).


You will also interact with potential and existing counterparts as well as other stakeholders (IFIs, treasurers' associations, consultancy firms, etc.), colleagues from the EIF and colleagues based in the external offices.


Accountabilities:

Under the supervision of the Head of Division and senior colleagues, the main focus of the postholder will be:

Execution of lending operations and origination support:

  • Contribute to the execution of selected public sector lending operations and carry out due diligence and risk assessments, including the preparation of credit analyses and financial models of projects / borrowers, in cooperation with other relevant internal services/EIB Directorates.
  • Identify new business opportunities and contribute to the Division's business origination efforts, including through carrying out market studies and sector analyses, primarily in Poland, Lithuania, Latvia and Estonia.

Negotiation of contracts:

  • Coordinate internal consultation process, participate in the negotiation and closing of legal documentation with promoters/borrowers and other counterparts, in cooperation with relevant other Directorates/services.

Monitoring:

  • Contribute to the monitoring of existing operations.
  • Carry out measures related to event resolution, in cooperation with customers and other relevant internal services.

Qualifications:


  • University degree, preferably in Finance/Economics
  • Minimum of 3 years of relevant experience in the financial sector, preferably in corporate banking/finance
  • Experience in customer relationship management
  • Strong knowledge of financial analysis, ideally including experience in credit risk assessment
  • Very good understanding of project appraisal and execution processes and policies
  • Good knowledge of standard computer tools
  • Excellent knowledge of English and/or French (*) with a good command of the other.
  • A good knowledge of Polish would be required

- (*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of _level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
