The
EIB, the European Union's bank, is seeking to recruit for its Financial Control Directorate (FC), Financial Reporting and Accounting Department (FRA), Mandate Accounting and Administrative Expenses Division (MA&AE), at its headquarters in Luxembourg, an (
Associate) Accounting and Transaction Processing Officer.
This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.
- _Internally referred to as Analyst/Officer Financial Accounting._
_ Panel interviews are anticipated for end of February 2023. _
Purpose:
As an (Associate) Accounting and Transaction Processing Officer, you will work within the Mandate Accounting and Administrative Expenses Division within the Transaction Processing & Reconciliations Unit.
You will ensure the operational processing of Procure-to-Pay transactions, Travel & Expenses reimbursements, VAT matters, administrative fees income and nostro account reconciliations in compliance with accounting standards and policies and procedure manuals.
Furthermore, you will formulate and implement business process optimizations and evaluate the impact of new regulatory requirements affecting the Unit's activities.
Operating Network:
You will report to the Head of the Transaction Processing and Reconciliations Unit and will work in autonomy with close co-operation with the entire Department and other services inside and outside the EIB Group.
Accountabilities:
- Hold responsibility for executing the transaction processing, control and reporting processes in the area of operating expenses and fee income
- Execute regular reviews and evaluations of business processes in own domain; update their procedure manuals and the related Internal Control Framework
- Contribute to the communication of transaction processing and reconciliation related strategies, policies and procedures throughout the organisation in order to ensure an efficient delivery of the unit's responsibilities
- Contribute to digital transformation projects and crossdirectorate process improvements in order to align the Bank's processes and policies to best practice
- Participate in the communication and the implementation of bestinclass practices and policies throughout the Bank and within the own directorate in order to ensure an efficient delivery of the unit's responsibilities
- Depending on experience, provide guidance and support to more junior staff.
Qualifications:
- University Degree in Business Administration, Accounting, Finance, Law or related fields.
- At least 3 years of relevant professional experience in a similar role in accounting, transaction processing or related areas in a multinational organization
- Good knowledge of generally accepted accounting principles; basic knowledge of International Financial Reporting Standards (IFRS) and European Directives on accounting standards would be an advantage
- Knowledge and experience with EU VAT and its implications
- Knowledge of E-Invoicing concepts and its implications.
- Good analytical and problemsolving skills
- Knowledge of Enterprise Resource Planning (ERP) solutions
- Experience in implementing process optimization and digital transformation projects in particular in the area of Procure to Pay (i.e. gap identification, operational change roadmaps, change management, communication)
- Proficient knowledge of MS Excel (and ideally VBA), very good knowledge of the other standard MS Office tools
- Excellent knowledge of written and spoken English and a good command of French (*). Knowledge of other EU languages would be an advantage.
