    JOB DESCRIPTION



    The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate-Group Digital Office (GCS-GDO), Business Solutions Department (BSD), Corporate Applications Division (CA), Personnel Systems Unit (PS) at its headquarters in Luxembourg, (Senior) Oracle HCM Cloud Expert *.

    This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

    *Internal benchmark (Senior) Officer IT Applications.

    Panel interviews are anticipated for January 2024.

    Purpose


    Join our dynamic team in the exciting digital transformation journey and play a pivotal role in enhancing our HR Systems. You will manage our relationship with Oracle and steer complex projects to its implementation.

    In this role you will analyse business requirements, and propose, plan and execute SaaS implementation projects to address the business needs/requirements.

    Operating Network


    The role involves building and coordinating project teams, and reporting to the Head of Unit, as well as the project sponsors in the IT and business areas during the lifetime of projects.



    Accountabilities

    • Take a leading role in seamless integration of Oracle HCM Cloud, ensuring continuity and efficiency
    • Manage the project lifecycle to delivery, while keeping stakeholders informed and engaged
    • Collaborate closely with HR to define IT strategies and develop policies that support our corporate goals, adhering to our enterprise architecture and cybersecurity frameworks
    • Propose, configure and integrate SaaS solutions answering business requirements, following SaaS implementation standards as well as EIB's enterprise architecture and cybersecurity policies
    • Drive the extension of our Oracle HCM solution, leveraging your knowledge in system configuration and Oracle's extension tools to tailor solutions to our unique business needs
    • Offer second-level support, addressing production issues with agility and foresight, to maintain the reliability of our HR systems
    • Draft detailed documentation that meets our project management and compliance standards, ensuring operational integrity
    • Provide expert advice on IT applications, encouraging optimal use and alignment with EIB requirements and standards
    • Mentor and support your peers, sharing knowledge to uplift the unit's collective expertise

    Qualifications

    • University degree (minimum an equivalent to a Bachelor) preferably in Engineering, Information Technology, Information Management, Business Informatics, or related field
    • At least 5 years' relevant experience in the implementation, configuration and support of Human Capital Management solutions, of which minimum 2 years based on Oracle HCM Cloud (Fusion)
    • Proven record of project management success, both in results achieved and in use of methodologies
    • Good functional understanding of Oracle HCM Cloud modules
    • Understanding of IT application architectural principles, system integration techniques and data management best practices
    • Knowledge of latest PeopleSoft architecture and tools would be an advantage
    • Technical experience with Oracle Visual builder, API, OTBI, BIP will be an advantage
    • Experience with building and developing extensions on Oracle Cloud applications will be an advantage
    • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage

    (*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
