Senior Manager, Credit Compliance (M/F/d):


The EMEA Market Compliance team ("Compliance team") is responsible for second line of defense compliance risk oversight, management and reporting across PayPal Europe (Legal Entity).

The team is part of the consolidated company-wide second line, which is independent and organisationally separate from PayPal's business and centralised organisations.

The Compliance team's responsibilities in relation to PayPal Europe include:

  • Overseeing regulatory compliance risk
  • Developing policies to ensure all relevant regulations are implemented and embedded in the organisation
  • Developing monitoring and testing to ensure adherence to policy requirements
  • Providing effective challenge to the business and centralised organisations
  • Conduct risk assessments and,
  • Communicating and reporting on the programme, aggregated risk views, and riskrelated matters


Besides the general objectives described above, this role is critical to support the growth of PayPal's credit portfolio business across the broader European region, support development of PayPal's Credit Compliance strategies and relevant policies, and ensure their rigorous implementation across all functions within the company while assuring sustained regulatory compliance.

This role will include a broad set of cross-functional responsibilities to ensure that the PayPal Europe's risk profile remains within appetite and PayPal continues to enjoy productive and positive external stakeholder relationships.


Deliverables and key activities:


  • Responsible for delivering key elements of the Credit Compliance Program for Europe.
  • Providing regulatory risk, compliance and conduct insight, oversight, and challenge for PayPal credit products in line with PPEU policy and appetite and regulatory requirements.
  • Supporting the identification of potential or actual enterprise and compliance risks, and ensuring appropriate escalation, remediation, and mitigation to manage risks back within appetite
  • Identifying, recommending, and assisting in the implementation of changes to PayPal systems, controls and procedures in response to credit related regulatory changes
  • Responsibility for governance reporting across a range of developing KPIs, including Operational Control & Risk Committee, Audit Risk & Compliance Committee, along with other international and global Risk & Compliance meetings
  • Partner with Risk and Compliance Business Partners and Program Enablement teams and work to implement changes to comply with the evolving regulatory environment.


This role is essential to the overall execution of our PayPal Europe Credit Compliance Program and is a critical participant in executing the Risk & Compliance Roadmap.


Experience:


  • Degree level education.
  • Several years in the financial industry with proven experience in a Credit Compliance role. Clear preference for experience within Payment Systems, Merchant Acquiring and alternative payment methods.
  • Experience with European and UK regulators and the regulatory exam process in a financial institution. Extensive knowledge of EU credit legislation plus appreciation of broader European regulatory landscape.
  • Experience in partnering with and counseling senior business clients, particularly in the context of a rapidly changing and growthoriented environment.
  • Experience in working in close partnership with commercial & product owners
  • Strong project management skills and change management experience
  • Excellent English communication and written skills.
