Description
**Main responsibilities and accountabilities: Handles the capex procurement process for the Construction packages on Projects in ArcelorMittal Group in coordination with the EPCM firm (Engineering Procurement Construction Management), Engineering team and Project Managers, from the first stage of the project with early definition of the purchasing & contracting strategy until successful completion of contract execution, and notably:

  • Work in smooth collaboration with Engineering and Project team and local site Capex buyers
  • Create strategies for contracting of construction works like Civil, Structural, Equipment installation and MEIP works for various projects across the region and sites.
  • Develop Contract templates for Construction
  • Develop costing models for Construction works
  • Selects appropriate global and local contractors for the tendering process
  • Develop frame agreements
  • Performs the Risk Analysis for the project, as well as the implementation of mitigation actions
  • Handles the tendering process in order to ensure the short listing of the best offers in terms of safety, quality, time schedule and cost.
  • Ensures the respect of procurement process timeline and deontology
  • Lead the final negotiations for optimized contract which maximized purchasing performance.
  • Obtains approval of the negotiation results as per ArcelorMittal governance
  • Reports in Capex Tool on projects under his/her responsibility
  • Applies AMP Quality Management Policy and objectives in his/her area of responsibility
  • Checks synergies, and bundles project negotiations with other Buyers when possible
  • Performs cost analysis and benchmarks on his/her project in order to ensure the submission of an optimized solution to Investment Allocation Committee (IAC).
  • Assess and manage claims (including insurance), resolve disagreements & issue change order under the program governance along with Program Procurement lead
  • Develop change management control systems in the contract
  • Manage postaward administration
  • Shares his knowledge / lessons learned from previous experiences with the team
**What you'll need

Education/qualification:
Bachelor's degree / Master's degree


Subject:
Engineering or Technical field as Mechanics, Electricity or Civil works or business administration


Experience:


  • At least 5 years of experience in Engineering or/and in Purchasing (Construction works)
  • Experience in CAPEX procurement
  • Strong negotiation skills
  • Good communication skills
  • Dynamic, persistent, working autonomously and taking initiatives
  • Proficiency in Office Databases (Excel, Word, PowerPoint)
  • Keen commercial sense

English (advanced)
